I don't think you get the blue tick unless you request it. Kishimoto isn't really a celebrity since hes such a private person and isn't well known outside of the manga circles in Japan. You can't compare him to an international celebrity like Rowling.

He wouldn't be fired now, but do you really think Shuisha want a manga ka on there books that insults his most loyal fans and drops there readership, Manga Ka's in Japan are two a penny, Shuisha has the power not Kishi, that is the way they would think.

Any product is played to the fan girls and fan boys, casual readers are of little interest to writers and publishers, they want the ones that argue over there favorite characters, dress up and open websites.

Also, Kishi is not an unknown, he has sold millions of books, including in the west, besides, Twitter is not only for western people. Japanese celebs have blue ticks too.
