I translated it loosely but it mostly says that Kishimoto is tired of the silly fanboys and that they've ruined the manga for some readers. He also mentions that Sasuke is really an "alternate lifestyle" character.

I'm not sure how accurate my translation is however.

It seems to be Kishimoto. I'm sure his personal feelings greatly influenced his latest tweet. No one likes the rabid Sasuke fanboys.
