So I've been re-reading the manga and I have came to the conclusion that Seryu might very well be on Akame's level of foot speed. Why do I think so? It's simple. Remember that time when Tatsumi grabbed Mine and evaded Seryu's nukes so a lot of smoke was left behind. Well, fact is that right after that Seryu crossed that same distance as Incursio Tatsumi before the smoke cleared out and she even wore her nukes while crossing it.

This puts Seryu around Incursio Tatsumi's foot speed level who is faster than Akame considering he could evade

I have to disagree here. You didn't look carefully enough, because; 1. Akame is most likely faster than Tatsumi even in his Incursio (at least then).​
