Umm to me rain is something that somes from above, it is formed in the clouds and is unique in certain cases, i say this because it goes well with the Cloud CE.

sits down .. and yes indeed i agree to the rain description Nemesis gave.. but i would like to emphasise that .. not all can use but , in manga only hanzou and pain have shown the ability to manipulate rain,

rain can be turned into a deadly weapon when used with poisonous gases .. since it would turn it into acid
