The world is in a hunger crisis due to overpopulation and frequent droughts.

You are the Dictator of Pangea, you have absolute power over the people.
How would you deal with the hunger crisis?

As for me, I would issue IQ tests on everybody in the nation.
I would then begin a genocide, slaughtering the people with the lowest IQ's, as they most likely contribute less to society. It sounds harsh, but desperate measure must be taken.

IQ tests aren't true measures of intelligence. Intelligence is measured in 3 things; Kinetics learning ability, IQ and EQ. Having a balance of all three makes you truly intelligent. Some people have very high IQ but low EQ. Meaning that they are unable to grasp human emotions and empathize with other people.

Anyway, I wouldn't do what you did rather I would ration everyone and increase the work load of everyone in every center, especially R and D and agriculture. This way technological solutions can be found and more people can be fed.

what kind of IQ tests? IQ numbers don't really measure one's intelligence.

If a person scores 70 does it mean they are not as smart as a person who scores 140 by only guessing and getting lucky? What if the 70 scorer realized the correct method for figuring out the correct answer after they got it wrong?

Lel u think that those people with higher IQ will be capable of doing all the labour work which is required in various fields??
Who will do ur agriculture?? Without Janitors who will clean ur houses, Hospitals,Toilets, Offices??........Doctors and Engineers??
Even an Engineer requires Masons and Laborers.
Ur decision is unrealistic and foolish at the same time.......if its me, I would try to gather and use all the resources efficiently to increase the production and take measures to avoid any significant rise in Population, ban all leisure items that are not needed for survival in that era, fix a constraint over the amount of food a person can buy, announce rewards for anyone who helps in finding solutions to curb this food scarcity!! Hmm, your way of going at it seems alright, but you should implement birth control in some way.
With Humans living longer thanks to modern day technologies the world is getting awfully crowded, at least 50% of the population should get vasectomies and tubal ligations.
Edit: Just realized 50% is pretty much impossible U_U
