That's definitely more than enough to sustain the population and it averts the hunger crisis.

I travel often. During my travels, I encountered a Taxi Driver who has been driving for over 30 years in New York. He had an IQ of 147, which is absurdly high. Reason for this was due to being a Taxi Driver, he had thousands upon thousands of clients to drive from point A to point B, chatted with them, learned new things constantly.

My point being, IQ doesn't always provide information based on who provides more for the economy. We can have a doctor that has a low IQ but possibly holds information for some of the greatest medical discoveries in the world, but you decided to kill him due to his IQ, compared to a simple Taxi Driver who merely drives people around (in which they can use the bus, walk, bike or buy their own car) will be spared.

As one dictator to another, your ideology is flawed.
