Not official and fake. Goku SSJ3 was never measured in PL, we only got to know what's the multipliers from each Saiyan form. Also, Yajirobe was never 1 000. Cell was also never measured.

Some are accurate, some are utter BS. It's fanmade, go check Goku vs. Superman.

when did i even mentioned saiyan saga goku? the list is based on character MAX possible power level, we know that power level can change because when your 100 percent charged your power level is higher than before, therefore all the characters are in their full power form. you realize the japanese are the only people that seen and read the true canon dragon ball, everything else was just a retranslating and could easily have some flaws and misinterpretations. these power levels were all bought up by japanese fans that probably know more about dragon ball than me and you.

Which is why scouters became useless and the whole concept of power levels was quite unrelaible per se. This is exactly the reason they're unreliable and non feasible, since the concept of power levels has never been dealt with profundity, hence it remains as outliers majority of the time.

Quite a handful of english dudes understand japenese and can read it, the manga in its official trans still does exist. Heck the daizenshuu's are pretty accurate majority of the time as well when translated. So by that, i can say the same for many mangas out there, claymore is translated by an englishman, I don't see how that makes it less credible or whanot. Since me, nor you (if you don't speak jap that is) understand the jap text, we'll just go with what's most accurate. The power levels is a painful case since most the listing are different from different sources, that reserves for the cases of those char which are less prominent in that category.
