Wind that comes from above beats fire that comes from beneath, at least from what i remember and since it's only a b-rank.. well, you see.
Also, multiple bursts of fire cant stop a F-5 tornado. That jutsu's rank is wrong. Or the rank, or the jutsu description's wrong. An F5 tornado can't be A-ranked, it should be S-rank or forbbiden O_O
Also, try to think more while using the jutsus, search for an f5 tornado on the net and see if some bursts of fire would change it's direction. On this case, only something like intense pain could change tornados direction since it's something huge and teh tornado would need to be completed btw (one of teh reasos it should be s-rank or forbidden, if you use that even at medium range, even the user would be blown away by the tornado and would die O-o). AND saying the fire could change the tornado's direction like i see in multiple fights is just wrong, the wind turns the fire stronger, the wind isnt ignited by the fire unless you make it a combo. ANd yeah, i know i contradicted myself, i was gving an example with intense pain
