We know that Shisui got his will from Kagami and Itachi got his will from Shisui. Based off of that we could say what kind of Hokages they would be.

What are you trying to say here? Itachi had 2 choices he could die with his entire clan or he could kill them and save his little brother. He did the right thing, saving one is better than none is it not?

Taking some random flashback of Madara and Hashirama's kid friendship as an argument is dumb . The problem is hashirama brother was killed yet he wasn't unstable. He was unstable after his brother was killed. Than tobirama said he couldn't become hokage. His own people didn't want him as hokage lel.
