Obito with one MS can react easily to instant teleportation. He reacted to 6th gate Gai with one MS and dodged his surprise attack.

He can just continuously attack him with Evening Elephant, which is a high speed attack on its own, and it increases every time its used till you get to the 5th and fastest step.

Not to mention if Kakashi attacks him, he'll know that he's not intangible.

-If he goes to another dimension, he is basically running away.

It doesn't need to last 5 minutes, Gai can just redo the steps over and over again. Or he can just wait till Kakashi attacks to blitz him.

And EE only caused recoil in the beginning, Gai was able to continue doing it repeatedly after that, as seen when he finished the 5 steps with no interruptions unlike the first time.

Jubidara struggled to hit weakened Obito(using his intangibility jutsu) and he is on par in physical speed with 8 gated Gai, simply because intangibility activation has nothing to do with reaction speed. In this chapter, the fastest character in the manga(Naruto) had difficulties to dodge the chakra arms that he called "insanely" fast, yet Kakashi in his flying Susanoo was capable not only to intercept and catch Sakura before a 2 cm chakra arm touches her, but goes out of the way. Logically speaking this Kakashi has enough reaction speed feats to be capable to react to 8 gated Gai. But even if he couldn't, he doesn't need to. You don't need to perceive your opponent to know how to maintain intangibility
