No where does the jUtsu say it pours actual water onto the opponent. youguys are pointlessly desperate and I'm not going to fall for it. if actual water was used I'd be dead. but the jutsu only makes me feel as if I'm wet. and there is no actual water. therefore no shocking.

Water chakra is a form of chakra that allows the user to "Manipulate" water to use for defense, attack, and to change/manipulate the field. Lightning chakra allows the user to control lightning based attacks by using lightning chakra.

That is how people make water. If anything the water can be from the actual person with the genjutsu. Mouth, ground, grass, trees, even your own body has water. There is unlimited amount of sources for the user of this genjutsu to get water.
