Next time read the OP. Although with those restrictions in place, the only one I can think of is 8th gate Gai, BM Minato, BSM Naruto and EMS Madara with the Kyuubi or Rinnegan Madara.

Base naruto meaning without sage powers, his SM is just as good as hashis without the ultra healing, is kyuubi abilities stomp, naruto wouldnt term himself into a big target, on top of that naruto is the best sensor in the series even without sage power up, he is deadly in cqc.
