Then gave into his angry with danzo then did a complete 180 to being good after talking to the hokage is not reversing his progress. 3/4 of the manga to get his act straight when it only took naruto 1/4 to 2/4 of it. Sorry but that's piss poor character development and progression on sasuke.Not true again.
Speaking with the Hokages allowed Sasuke to fully understand Itachi's actions and learn about the history of how Shinobi villages came to be. He's seen that there is problem which has not been dealt with and it leads to lives being destroyed (Itachi).
He wants to put an end to corruption and destroy the corruption that has plagued the Shinobi world.
It didn't reverse anything, it showed that Sasuke is now thinking of the bigger picture, not just himself.

I would have preferred sasuke to stay evil. Changing your mind after every goal you complete is not character development. It shows that they don't have a solid set of characteristics. Sasuke completes his goals, then sets new ones and goes out to complete them.

Sasuke speaking to the Hokages was to gain an understanding on why Itachi felt so strongly for the village. He made it very clear to the Hokages and Itachi that he would still destroy the village if the answers that he sought were not sufficient reasons as to why the village was so important.
It didn't take him 3/4 of the Manga to get his act straight. He's not Naruto.
You see it as "Now he's helping the good guys, about time". Had he still been with the goal of destroying the village you would still call his development poor because he's not helping the good guys.
His development as a character has been fantastic so far.

He's not changing his mind after completing his goals, he's setting new ones. That's what you do after you complete your original ones. You don't just sit pat and do nothing.
He's always stated that the he wants to kill his brother and did it.
He stated that he wanted to kill Danzo and did it.
He stated that he wanted to destroy the village and was on his way to do it before his meeting with Itachi and the Kages made him look at things at a different perspective.

If his mind wasn't changed he wouldn't have seen the hokage in the first place so yes his mind was changed. Then after talking to the hokages now he wants to become hokage change number two. It's wishy washy and he is not complex like you said kill and destroy are the fundamental ideas of his till now. Very easy to foresee his actions.No. He changed his mind once.
He didn't change his mind after talking with Itachi. He told Itachi he would still destroy the village. He told the Kages that he would destroy the village.
All three were fundamental character development and each gave a further element to his character.
Also, he still has goals that he has still set for himself that he has not completed; such as becoming Hokage, Being the one to change the system and rebuilding his clan.
There's nothing wishy-washy about him. He's just not boring and predictable enough for you to figure him out and that upstes you because you want him to be like Naruto.
Well, he's not. He's far more diverse and complex.
