Why didn't Obito use Izangai?

Kakashi points out that it would have been better if he died as Obito is useful. He could have Kamui Kaguya's head. Wouldn't have killed her as she is basically a tailed beast but it would have bought them some time.

We know how it forms thanks to tobirama who states that a special chakra sprouts from the brain which forms the power in the eyes which upon further evolution grant the user an MS.

naruto just can't create that chakra and then proceed to have it transform into its advanced stages which requires an emotional change in the user.

We already discussed the chakra part and Naruto gave Kakashi his eye back. Why can't he do the same with Obito's? He rekindled the chakra in Gai's heart and Madara's eye were about to get its light back(sharingan and more).

Izanagi doesn't need to be activated before the actual event, it just has to be activated before death OR be programmed to activate itself after death.
