Tsunade takes this, as we've all seen hebi Sasuke isn't very durable, and relies on getting healed a lot.
His chakra reserves are nice, but not top notch either.
Unless Sasuke has the whole squad he loses high diff or med diff.


Now with that said, Sasuke is extremely weak around those areas at his hebi stage.
Tsunade is extemely strong around those areas, she's very durable, and can heal off very well, not to mention of all the damage Sasuke has felt Tsunade can afflict just as much OR even MORE.

Face it Tsunade just overwhealms him.

Are you stupid? Tsunade is slow AF compared to Hebi sasuke if we go by feats. He blitzes her and carves her up with his chidori katana until she stays dead. Then there's genjutsu which can be used. Don't know why the OP even restricted Kirin when it's not even needed.
