The fact is itachi gave Naruto shisui's eye!Albeit it was originally intended for sasuke, Naruto unintentionally soloed edo Itachi in chapter #550, this is manga fact. Itachi literally gave naruto the means to one-shot anyone using his sharingan. (Sasuke & Itachi). Naruto FTW!=D

In conclusion Naruto owns Kotoamatsukami, assuming it can reactivate but nonetheless he was the last owner.
