Nope, Kizaru's beams don't even move at the speed of light. Marco was able to fly towards Kizaru's "light beams" before it even hit WB. Also, WB was even able to comment that the beams are too bright, if they were moving at the speed of light WB wouldn't even be able to comment on them lol. Kizaru just moves at the speed of light but his derpy attitude hinders him from being super powerful.

First educated response. But luffy was still able to observe a beam moving at the speed of light and move out of the way effortlessly. Meaning that he can dodge any attack.

Kizaru's beams aren't lightspeed either. Kizaru's Yata no Kagami is supposedly lightspeed though and Rayleigh was able to intercept that move before he was able to completely pull it off. OP is indeed fast but not the fastest.

MF Luffy mid-soru got blitzed by base Kizaru (It looked like Luffy was frozen in the air when Kizaru blitzed him) and MF Luffy is leagues faster than Bleach verse Lol
