Beams of light don't just move at light speed. The travel at the speed that they are shot from. Plus, colors of observation is in play here. If Luffy knows that a Pacifista is about to shoot those beams, then he can get ready to dodge, even before the beams are shot. Nothing implies that these beams move at light or that Luffy's body speed is speed of light worthy. Observation Haki is the equivalent of the 3T Sharingan, it let's you read things before it happens.
