Doesn't seem out his his style to possibly learn. I mean he took his dads rasengan and improved on it, perhaps he could use that too.

He can't. He used the kunai so Sasuke could jump to where Naruto was thanks to the Second Hokage. The Second and Fourth linked their FTG each other.
