These are people who can summon intelligent and powerful animals, create vast amounts of individual substances with just their own life source known as chakra and have reflexes so great our real world standards dwarf against them, and that's just mentioning part one. Plus Naruto isn't the only series putting a creative twist to a historical figures. One Piece does the same with pirates, Bleach does the same with Samurai. That's the concept of fiction.
