Okay, let's start out by first going over the basics of Hozuki abilities. In your own name, I want you to explain what chakra, suiton chakra and it's properties. Water usage is the very basis behind Hozuki jutsus so as such, we need to be thorough in explaining it.

Chakra is a residual energy that was cultivated from the Shinju tree's fruit that has manifested itself into humanity originating from Kaguya Otsutsuki. This chakra has manifested itself as spiritual energy within many peoples' bodies including, but not limited to, shinobi, samurai, and some irregular people. Chakra appears to flow through the body and is expelled through a system similar to the body's circulatory system. This circulatory system is controlled by 361 points that constantly maintain the flow and expulsion of chakra known as the tenketsu. These tenketsu can be controlled through the usage of hand seals which direct the flow and nature of chakra. Chakra can also take the state of two forms of energy within the human body which include the spiritual energy and physical energy.
Chakra also appears to be a blank slate available for changes within the properties of it which include not only its size, density, and shape but also the nature of what the chakra is capable of doing. The most accesible forms of chakra nature are the five basic elements, wind, earth, fire, lightning, and water. Water's properties appear to be a nature that is easily molded into organic shapes due to its nature to flow towards the path of least resistance. Most water techniques however are not generated from the body but instead manipulated pre-existing sources of water that can easily be molded by chakra. Hozuki clan techniques however are not limited to this due to the nature of their water chakra.
Hozuki clan's water chakra uses the very cells of the clan member's body in order to manifest itself. This includes the usage of the cells in a liquid form in order to form water chakra from their very cells. This is the origin of their hydrification technique that turns their body into a liquid that shares common properties with water. This has also been evolved and advanced upon in order to allow the cells of the clan member's body to expand and shrink. Due to the manipulation of the bodies' cells in a liquid form, the technique has allowed for a wider array of techniques to be created which include the dispersal of liquid cells in the form of a high speed bullet that is released through the member's index finger. Another technique includes creating bubbles that use a similar concept in order to launch the person's cells at the target. One member of the Hozuki clan has also developed a technique in which a clone made from the user's cells and oil is heated up, through the exertion of the clone, and uses the heat to rapidly expand into a gas causing an explosion of water vapor through its internal pressure. Once the vapor has been released and lifted into the air, the vapor cools down rapidly and returns to the clone to repeat the process once more.
The most prominent member of this clan would be the creator of that technique, the Second Mizukage. This may be an indicator of the past history of the Hozuki clan as a core member of Kirigakure's royalty-esque clans and the power they held in the village. Possibly due to the villages growing anger towards Kekkai Genkai and people with abilities originating from genetic heritage, the Hozuki clan may have been hunted or been greatly reduced in numbers as the only few remaining members have been hunted down for their abilities or left the village entirely. The other two members of highlight within the clan appear to be Mangetsu Hozuki and Suigetsu Hozuki. Mangetsu appears to have some amount of loyalty for Kirigakure as he underwent various difficult missions in order to be acknowledged for the Seven Swordsmen of the Mist and he eventually accomplished that goal and also learned how to wield every single one of the blades of the Seven Swordsmen. Suigetsu trained with Mangetsu towards this goal but Mangetsu's premature death caused Suigetsu to give up on this goal for some time. His goal was changed after this event and he intends to become the leader of a new generation of the Seven Swordsmen of the Mist. It is still unclear what this could mean as a large amount of the Seven Swordsmen have defected but are still known as one of those men so it is unclear if Suigetsu holds a large loyalty to Kirigakure.

That was extremely well done, nice! ^^ You explained the general mechanics behind Hozuki clan members thoroughly and so well, that we'll continue theory work (the general mechanics behind jutsus) instead of actually performing the jutsus. By going over the definitions and mechanics enough, usage will be easy to perform. Now, let's start!

Description: This technique allows the user to liquefy the whole body at will, this technique makes it impossible to receive damage from physical attacks. From a single hair to the skin and muscles, everything can be liquefied and solidified at will. Be it to evade an enemy's attack during a short range battle, to infiltrate a structure, or to launch a surprise attack in a liquefied state, this technique boasts a high strategic value. Using this, the user can also re-shape their body parts for suitable situations. The only way to contain a user of this technique is to lock them up in an airtight container so they cannot move about. When the user passes out, they turn into a jelly-like state. As this technique turns the body into water, the user is vulnerable to lightning techniques. The Second Mizukage when using this technique has a more oily state allowing it to into Gaara's sand element and nullify the techniques. (this oily ability can only be used by the Second Mizukage).

I believe that the Hydrification Technique is actually a genetic condition of the Hozuki clan that is the result of the cells' being tied together through a smaller chakra circulatory system. They still hold the main tenketsu but possibly a smaller system similar to it ties all of the cells with a loose connection. Their cells also may have a more liquid membrane that allows the exchange of genetic information between cells that allows each cell in a liquid state to change place with each other. They may also have an assortment of enzymes that increase this exchange that presents a jelly-like state. There also appears to be a constant strain of chakra sent throughout the outermost cells in the body that is done semi-consciously as the body loses its appearance while unconscious.
The cells of the body under the effects of this technique are capable of expansion and shrinking while also freely turning into water. This technique also allows the control of all the water within the body so that this water can be used for techniques such as the Great Water Arm technique where water is pumped through the user's arm and used to enlarge the cells of the body. It appears that this water even without the body can still be slightly controlled by the user as seen with the Steaming Danger technique used by the Second Mizukage. The water in the atmosphere even though wasn't a part of the main body, was still controlled and manipulated by the clone into returning to the clone. Within the body of the user, this technique can also be used to manipulate the pressure and composition of the body as the clone used in the Steaming Danger technique had a very specific composition of oil on the exterior of the body. The pressure applications of this technique can be seen with the Water Gun technique where water at the tip of the finger is compressed into a small drop and by releasing pressure from the side closest to the body, the water then moves away in that direction at an incredible speed so that it mimics a bullet's release from a gun.
The versatility and speed of this technique is what has allowed it to be developed and advanced into many different techniques with many more variants for those with advanced versions of the technique such as the Oil-based version of the Second Mizukage's. However, this technique appears to come with a few downfalls including the need for a constant supply of water. It appears moisture from the air isn't enough to supply the user and it requires direct ingestion of water. Lightning based techniques also seem to be amplified against their body due to the free flowing cells of their body (if their bodies were made of solely water there wouldn't be large enough amount of ions to pass a current through the water at an effective rate). With many of the variant abilities however it provides a powerful strength against fire style techniques as it can basically cause the fire to be suffocated as they reach the clan member's body. The other elements are mostly incapable of damaging the body directly but the Earth element may be able to seal the body of the user within an area or restrict their movement. Wind's sharpness is largely useless as their bodies can reform after a cut. Water provides a large amount of camouflage and provide a heavy amount of water which can be used for a variant of this technique which allows a large water creature to form around the user.
