He was only hailed as great as he was because nobody could keep up with his FTG technique.
But just that isnt going to be enough to crack the top ten with the characters now, and their techniques.
Naruto's sensory isenough to counter his FTG because he can react to th sudden appearance and the split second between appearin and attacking, he can jump away.
Sasuke's Susano'o is enough to counter majority of Minato's jutsu because he's just not strong enough to break through it.
The Raikage's Liger Bomb wasnt even enough to break through it in its first appearance.
As for his Rasengan, that's just like throwing pebbles now. Its not going to affect anyone. Flat out, no explanation needed.
I know this doesnt justify him not being top ten, but you can use these to compare out other characters
