thats not possible as far as i remember Gedo mark had only 2 effects that were controlling the target and sealing his kekkeigenkai, and was only used once on kakashi, Gedo mark was invented by orochimaru adn gedo mark release was invented by hiruzen, its was applied on kakashi and it has 2 effects, kabuto did this jutsu with orochimaru's chakra which made orochimaru's life in trouble due to the weakness of re-incarnation and sealed hands , apparently this is all the information we have

-Dead demon consuming seal(sealed yin side of kyuubi's chakra)
-4 points sealing method (used with another four point sealing method to make 8 trigrams seal sealing a biju, used with key toad gerotera, generates a reflection of the user to stop the target from releasing the seal, the seal weakens eventually completely fading away unless some places another 1 in gerotera's contract)

yea only minato and sarutobi can perform that technique, and in minato it has no restriction however such as death of the user unless cases like critical adn low life energyI rephrase that it was th dead demon consumin sealing method >> thought it was gedo sorry

but you forgot about another way to suppress the bijju
this is:
- sharingan 3 tomoe can be used to suppress it
ex: sasuke suppressed the kyuubi on his first encounter with naruto on shippuden
well im not saying everyone with a full sharingan can do it, only high leveled uchiha like sannin or kage ranked ones with 3 tomoe sharingan and some special training in it with one of the uchiha sensei's, also it should depend on the bijju and the level of transformation

sorry but im completly against that.
First, because on that point, naruto didnt, and still doesnt has, full control over his bijuu
Second, because half of NB has an Uchiha Bio so everyone could control your bijuu.
Madara's EMS is fine enough for that.

Well I was asked by the creator of this thread to leave an opinion here so here goes nothing, I personally wouldn't care anymore than I would before about people using or having bijuus or however you guys call it. But concerning about suggestion of this bijuu guideline thing, I would have to give it a thumbs up due to the fact that having restricted powers for certain ranks is very quite organize and thoughtful.
Note: I just giving my opinion based on what I saw on the very first post, I haven't read other people comments so I'm not going agree or disagreeing with anyone

sharingan only has control over the ninetails but other than that i am in agreement as well
