Nope, manga never said that. It was stated because Sasuke now has the renningan he could see it (Madara's words himself) and stated that Naruto can sense it now and Kishimoto didn't break down how far his sense ability has surpassed to.

I stopped reading when you said he reacted to lightspeed. You realize moving at light speed you can go around the earth 18+ times in 1sec. You realize if a football was moving at light speed and hit the earth it would destroy it. If Kizaru could really move at light speed the moment him and Rayleigh legs touched that entire area would have been turned into dust it would have been like a nuke went off.
