Orochimaru with white Zetsu cells has more chakra, but not the Orochimaru without white zetsu cells. Tobirama's chakra is large enough to crack a wall, which Orochimaru and Hiruzen could barely do together in part one. Minato and Tobirama can use Hiraishin numerous times without any shown signs of exhaustion. Each time Orochimaru gets tagged, and he will, he will need to use Oral Rebirth, and this will deplete his chakra rather quickly.

No, a part of his soul goes away. When Hiruzen used it on Hashirama and Tobirama, pieces of Hiruzen were sealed away, not his whole soul. Not until his main body sealed Orochimaru's arms.
