lol I'm confused now myself. haha I think we are on the same page but it looks as though you are saying something different. I'll make it simple then we will go from there:
Can Gaara not Perfectly Control his sand in regular Water (water dome, lake etc), yes or no? This is what I'm talking about, mybad if that isn't what you are talking about.
xD. Sorry, my bad. I guess I was just sloppy when writing my first post. I completely agree, Gaara's sand has never shown any issues in the water. Though, if I may redirect you to the Databook description on Kisame's Subterranean voyage:

.As it stated, it transforms the land into a fluid like state around wherever Kisame is. So, if Kisame were to be attacked by Gaara's sand arms or jutsu of the like this technique would render it useless by changing the composure. Which, to my knowledge, would have similar effects as Gaara's sand being exposed to the Trollkage's oil/water mix in that it turns it into a more liquid or fluid state.
Though, I'll admit without this jutsu Gaara would dominate Kisame with medium difficulties. I don't really see Gaara landing many decisive blows on him and tiring before Kisame.
