Actually what he said is true. Gaara can control sand using chakra without infusing it with chakra, which makes the difference for the sand that is inside the gourd.

Im pretty sure Gaara can win.

Air borne gaara will have a huge advantage. Samahada cant protect kisame from this huge volume of sand. He will be trapped and sealed.

Gaara can make sand with no effort. So being able to make this volume shouldn't be a problem because he has done it before.
