[Question] Where do people get the pictures with the borders around them?

Or like nice manga pictures. i've been trying to find them for forever.

I used it in my early days of avatar-making, now I just use it to put effects on my stuff, since I have Gimp.

150x200 for normal members, 150x300 for premium members. (Avatars)

600x300 for normal members, 600x450 for premium members. (Signatures)
