unless your saying kishi purposely made him unable to "phase" but he can still teleport (even thou it's the same thing) for no reason, just so naruto and sasuke can hit him for the PLOT, which is 100x worse.....

Teleportation, he only exists in one dimensions and teleports his whole body. He can stay in that dimension for as long as he likes.
When he phases, it's instant.

what you don't understand is they are both space-time ninjutsus, if he can't use his phasing the means he can't use space-time travel through dimensions. so he shouldn't be able to teleport either.

The Juubi is in Obito's body. So phasing would mean two entities existing in two dimensions in one vessel simultaneously. Obito would probably lose control.

Yeah but that part was dead. The limbs were separated entirely, the Juubi's essence no longer presides over cut limbs. If it did, then part of the Kyuubi would still be in Minato's cut arm.
When Obito phases part of his body it exists in kamui and in the real world at the same time; it is visible in both the real world and physical in nature in the Kamui one.

Kamui and obitos phasing are two examples of traveling through dimensions. The reason why Madara can do it is cuz Madara is ass-pullKage, but that's not of my business
