Behind Konoha ,the Hidden Cloud had and have's some of the strongest members, it's been like that for a while some of the members and former members are:
Darui(current member)
arui is a Jonin Hidden Cloud Ninja, and Yondaime Raikage's Bodyguard
Ei Yotsuki(Current Rainkage) Ei is the older brother of Killer Bee and the Fourth Raikage of the Hidden Cloud Village.
^^Fukai is a ninja of the Hidden Cloud Village, and a former Jinchūriki of the Eight-Tailed Ox
Ginkaku and Kinkaku, Silver Gold Brothers, the most reviled criminals to come from the Hidden Cloud Village. Also both where 9 tailed jin.
First Rainkage(FM) I don't really know much about him but if he was the 1st rainkage and founder of the rain village then he had to be strong
Killer Bee(CM)Kirābī or Killerbee , is a shinobi from Kumogakure and the jinchuriki of the 8 tailed beast. He is the younger Adopted Brother of the Raikage , and he is very overprotected by him.
Kin(CM) Killer Bees Master. Need i say more ?
Second Rainkage(FM) Just like any other leader of a village he has to be strong.
Third Rainkage(FM)He fought alone against the eight tails alone and the only wound he suffered was that of his own doing.We also seen him in action during the war.
Yugito Nii(FM)Yugito is the Host for the Nibi often called the Living Ghost. She comes from the Hidden Village In The Clouds, and claims to be the 2nd best from it.
Karui(CM)Karui is a kunochi from the Hidden Cloud and a member of Team Samui. She is related to Omoi, and a student of Killer Bee, whom she respects very much. She,along with Omoi and Samui make up a very powerful team from the Land of Lightning.
And many more.
Konoha is the Strongest because of members like Naruto, kakashi, Gai, Tsunada,shikumaru,ect.
and former members like
sasuke,madz,itachi,orochimaru,jiraiya,hashirama,tobirama,lord third,minoto,ect.
