Yea no he didn't he just gave them more military power but that was when Konoha was destroyed by pain. Even then after pain monogamy would have wrecked kumo with sm naruto, gai and Kakashi

Pretty much, unless of course Onoki has created an army of dust release users or something.

Idea shouldn't be far behind u saw how strong oonoki is along with kitsuchi and his daughter and akasutchi. If they vs off against kumo it would be a close one
