I see him splitting his powers between Naruto and Sasuke as proof of him having both. I also see him having both sides of his staff as sun and moon when he met with the two.

Naruto and Sasuke gained Hagoromo's power from his staff. Hagoromo had the same staff when facing the Juubi with his bro

There would be no point in Hagoromo having the sun and moon staff then if he only had the sun power (yang)
