Simple both of them have Yin and Yang seal but incomplete at the same time.
Imagine it like it:
Hagoromo - 70% Yang and 30% Yin
Hamura - 30% Yang and 70% Yin
Both of them possesed doujutsu and both of them have same cloak which concludes strong body. Result both of them were Yin Yang types but incomplete with different ratio between Yin and Yang so both of them could complete each other.
While in Naruto and Sasuke case it is like that:
Naruto - Pure 100% Yang
Sasuke - Pure 100% Yin
That why seprately they could loose to Pre Jin hagoromo and Hamura but together they would win as they have perfect control over each other element -> stronger seal.
However Juubi Jin Hagoromo had 100% Yin and Yang so he would beat them or tie at least.
