That's the point, Hiruzen sucked in his prime. He still sucks as he is. Thats why he wasn't revived in no prime or anything. Hiruzen is utter fodder.

I had one idea.

Tobi (Obito) did give one Zetsu to Kabuto. Maybe he made it better with that Zetsu... The only problem is that Orochimaru and all of the other Kages are made of Zetsu, too. So it just doesn't fit, I can't understand why Madara was at his prime.

I'm talking way more about Edo Tensei than anything here.

But, yeah, Hiruzen stated he was the strongest between that back in that day. You just can't start to compare things like this. The outcome of Naruto's battles ain't easy. We can't say Hashirama x Tobirama and have Hashirama on a sure win, since we never know how the battle will go.
