This "destiny exist or not" fight, be it in reality or in any fiction, is really a non-ending debate and depends totally on perception of individual.
Too me, Neji was wrong, because he said one can't change who he/she is. A loser at birth is always a loser and a winner at birth is always a winner. Well look again, Naruto was born a loser and he worked way too hard to become what he is now, a winner. He literally proved him wrong, unless you want him to be a loser for life to prove Neji right that A loser at birth is always a loser.
That panel where Naruto said those words, I won't justify it. He was a kid of 12 years of age and was fairly right that there are no shortcuts of becoming a hokage. But he never said anywhere that when your friends and love ones are at deaths door, you should just kick the ass of a person who is extending a helping hand, in this case SO6P.
