Guys..Listen To This..I Have Read The Bibliography Of Shisui Uchiha In Leafninja Even Though He Doesn't Have A Picture..It Is Said That He Is
"Shisui Of The Mirage"..It Means His Like A Illusion Or Maybe Very Fast Guy..I Have A Prediction That Maybe Shisui Is Tobi Just Pretending To Be Madara?? Look At Other Proofs Of Tobi Being Fast And Like A Mirage..Just Like When Sasuke Cuts Him Then Tobi Stands Up Like Nothing Happened..When Deidara Exploded And Nothing Happened..Or This..This Is A Great Proof..Do You Remember When He Just Passed On Naruto's Rasengan? Shino's Bug attack? And When Zetsu Said That "Im not like you traveling like freakin speed of light"..come on guys..its like being a mirage...^_^
i think that tobi is not madara or obito but infact shisui of the mirage, the best friend of itachi who apparently was like a brother to him and this was noted by another member of the uchiha clan, so i hope you enjoy
i dont think this theory is perfect so as always i would appreciate if anyone added anything that i may have missed or corrected something i got wrong

first of all lets start with how i dont think itachi is the purely evil and heartless being of.....evil that some people think he is to sasuke infact i always thopught that he loved sasukevery much....probably the only person he ever loved, in this link he talks to his brother about his duties as a shinobi and how he may be hated because he is better than some, and then says this:

itachi: "even if it means hating each other, thats what it means to be an elder brother"
what this basically says is that even if sasuke hates him one day, itachi will still be doing his role as an elder brother, and as we know, he later makes sasuke hate him, so basically he doesnt take any chances for whether or not sasuke will hate him and have something to strive to, that being to be stronger than itachi.

this link is the page where the three konoha police shinobi come to see him in regards to shisui's suicide, (note the collars on their clothes....kinda like the akatsuki cloaks), when they tell him that shisui committed suicide there is a shot of itachi's eye, now in the manga i cant really tell whether it is surprise or anger but as i watched the anime, (i know a lot of you wont take what you see in the anime as proof most of the time), and in the anime he was clearly surprised......but if he did do it then why would he be so surprised that someone found a dead guy in the river
and why would he leave his body in the river anyway, i'm sure he had ways of dispatching of his body better than throw him in the river.....ANBU would be embarrased,lol
so i think itachi drowning him is out of the picture......and if itachi did kill him wouldnt there be signs of a battle, and seeing as shisui was a very strong, (possibly stronger than itachi), uchiha, he would hardly be taken down easily by itachi let alone anyone else
itachi didnt know about shisui's apparent suicide
then one of the other shinobi says this:
"i thought that you considered shisui as a true brother"
and then itachi says:
itachi: "i see.....i havent met with him recently.....that is sad to hear"
and then he is silent until one of the shinobi do something
now the way he said what he just said didnt seem to be the way someone who just found out his friend killed himself would talk about his friend
even if they met the night of the uchiha meeting that they didnt attend, they didnt need to actually "meet", as in be in the same place at the same time such as what akatsuki does so when itachi says that he hadnt seen him for a while then he may have been saying the truth, so itachi could have been sealing a bijuu or maybe shisui was telling itachi of his plans for trhe clan, this is explained in a bit.

the suicide note says:
i'm tired of the duties....
there is no future for uchiha's....
and for me.....
i cannot walk out the "path" any further
this is somewhat like what someone that joins/leads akatsuki would say, when you think about what akatsuki wants and what konoha are doing and especially the uchiha's who are wasting their talents.
and this may have been a signal to itachi to start the slaughter of the clan, as in there is no future for uchiha's like it said in the note
its kind of a slap in the face to the uchiha's that after leaving them because they are too weak that you tell them they are too weak, and maybe it was a sign to itachi that he is supposed to kill the clan when he hears that shisui is dead, that may have been why he was surprised, he didnt know it would happen so soon as they had only talked about it the previous night.
at the bottom of this page one of the shinobi said:
"he was feared as shisui of the mirage and one of the most talented uchiha, he was someone that would do any mission for the clan"
and then another says:
"i doubt a man like him would leave something like this behind and die"
then itachi said:
itachi: "its not wise to judge others by your preconceptions and their appearances"
now at this point normally people think that itachi is talking about himself, i think he is talking about shisui
i'll explain why, up to this point they were talking about shisui as someone who "would do any mission for the clan:, and he wasnt a man who "would leave something like this and die", and as itachi knew that the real shisui wasnt infact what everyone thought about him, he is basically saying that they are wrong and they dont really know him.
if you look carefully at what itachi says that will explain it.
"its not wise to judge others by your preconceptions"
this is suppoesed to mean, like he said, they didnt know him
"and their appearances"
this is to say that he isnt actually dead, he just appears it.....maybe a chakra percentage clone or maybe something else
as some people say, he was angry at the shinobi accusing him, i think seeing as it wasnt direct accusation yet he wasnt talking about himself, and to someone who didnt know he was talking about shisui, it would be fine to say that itachi was talking about himself.
on the next page the three shinobi practically say that if itachi hide's anything from them they will know seeing as they have other links to the ANBU, here's the link:

on the next page there is a shot of the suicide note, and then itachi starts to get violent and totally owns the three shinobi, and repeats what he said about preconceptions and such, this was because they were accusing him of something they didnt know about.
what he says about them assuming he has patience is in regard to them thinking that the clan isnt moving on and that they keep talking about things they have no idea about.
on the next page itachi says:
itachi:"you hold onto the organisation, your clan, your name, these things limit us and limit our capacities....these things deserve to be shunned...."
organisation=konoha/police force
clan=uchiha
name=uchiha
in akatsuki they dont have a clan or name and they dont belong to a country even though they do to an organisation
"it is foolish to fear what we've yet to see and know"
he may have been talking about the powers of the MS which the clan seem to not want to reach which is why shisui and itachi were disillusioned with the clan, the "path" that the suicide note mentions may be referring to this weak path that they are on instead of utilizing their full potential and power.

on the next page itachi's dad tells him to stop acting strange and itachi says:
itachi: "nothing's strange......i'm just carrying out my duty"
duties to akatsuki of wiping out the clan because shisui and itachi dont see it fit to exist anymore for wasting their potential.
seeing as shisui and itachi awoke the MS they are worthy of the uchiha name.
itachi saw potential in sasuke which is why he didnt kill him but maybe there is more and it ws mainly because he loved his brother.
