note: please read in full, I think madara is a cool character, same with kaguya, but both are bad villians.
remember orochimaru? he was a great villian because he was well developed; we learned a lot about him through what we saw him do and how he treated others. We understood he was evil through what he did rather than what we were told well before his first serious fight with the 3rd and that made him a good villain.
madara on the other hand, came out of nowhere and began destroying stuff like no other edo. then he freed himself from edo tensei and became the central villain. this was a bit weird because we didn't really know anything about why madara was doing stuff until he directly explained it to us. even then, he was a weak villain because we never really got to see how he acted to other people in normal situations until well after his evil plan was underway. furthermore, his plan didn't really even seem that evil; he was going to end all the pain and suffering in the world without necessarily hurting anyone (besides the jinks and anyone who actively fought against him.)
kaguya starts the whole madara problem again. all we know about her is from the so6p. we don't know why she needs an army. we don't know how she converted black zetsu to her cause. we don't know anything about her motivations, such as why she wants power. we don't know anything about her life or what kind of person she is. she's just a faceless god-level villain and that makes the battle difficult to be invested in.
