Madara and Tsunade's regeneration aren't nearly on par. Her regeneration and durability is horribly outmatched by Madara's so his name shouldn't be mentioned here.

Base Guy is far faster than Tsunade and a lot more skilled in taijutsu than she is, he could face Obito's CQC Kamui better than KCM Naruto could. 6th Gate Guy is counterblitzing V2 jinchuriki kicking their asses and then hold his own against the Six Tails. 7th Gate Guy stomps away Madara's 3rd stage Susanoo and then with a high speed taijutsu combo + Hiru Tora pressures Juudara far better than SM Minato could with a Hiraishin attack. 8th Gate Gai was said to be tens of times stronger than the combined Gokage, and he pummeled Juudara and nearly killed him. Gai also is portrayed as far stronger, as Kakashi's rival and one of the biggest players in the War Arc.

Wat. :| What makes you think that? Tsunade is capable of regenerating all tissue in her body, she stated this herself. This includes even limbs and such.

She had no chakra left until Dan came and gave him her chakra. Madara has essentially infinite stamina to heal so that's not a logical way to compare the two.
Simple minded people just conclude Madara is a sage mode JubiJin so he is more durable without even thinking more and considering the feats shown.
