Everyone appears to be jumping to conclusions and believes that Kaguya will be the one to take over Madara and resurface, but they are forgetting many things. Kishimoto is great when it comes to plot twists in my opinion, and even those you cannot see coming are often foreshadowed. This was even the case for Totsuka blade, susano'o and yata mirror who follow a straight line in shinto mythology after Tsukuyomi and Amaterasu.
People are forgetting several other mysterious figures.
Shisui, whose death was never fully elaborated outside a supposed suicide and whose body is missing.
Orochimaru whose full motives and knowledge is still unknown, who obtained and manipulated Hashirama's cells himself, who coveted the sharingan and who is in possession of a zetsu body at the moment while the other two appear to be immune to Infinite tsukuyomi. He also cursed spiral zetsu with the cursed seal of heaven and possibly injected his essence into him as he did anko and in the end, it was his advanced edo tensei and hashirama clone, used by Kabuto to revive Madara, which Madara failed to anticipate. How exactly did Kabuto obtain his remains? How did he create a poison to counter mokuton? We also still don't even know Orochimaru's lineage.
We also have Hagoromo's mysterious brother. The rivalry and Cane and Abel themes have been ever present in this series since the beginning, not just with Naruto and Sasuke, but many others. How do we know Hagoromo and his brother were always on good terms or that the brother was good in the end? We don't even know what happened to the brother, much the same as we don't know what happened to Kaguya and how she was able to return. What if Kaguya became the shinju or merged with it while the brother was sealed in the mazou?
Of course I may be overthinking things, (as I often do) but I don't believe "Kaguya's will" is enough to justify that she will be the "final villain." Madara followed her ideals, used her jutsu and followed her "will" as well.
