Leo and Capricorn are mid level tier. They are nothing special. Leo is my favorite summon be he had trouble defeating ONE royal executioner that is really sad.
Mirajane takes Leo neg difficulty and Erza takes Capricorn neg difficulty.

S-level mages >>>>>> Lucy and her summons without CSK.
Her summons go along the lines of usefulness not power or combat ability. Half of her summons can't even fight, others are okay but can't handle opponents One on One, they need support which defeats Lucy's purpose as an individual mage. The latest chapter confirms that, her summons are fodder, but I do believe she will get stronger and make up for that uselessness.

Only in the anime Filler and basically all of Team Rescue did in the anime. Also The latest Chapters have confirmed that Aquarius can keep Jackal at Bay, Virgo could overpower Lamy and Leo and Torafusa was on equal footing so I don't think that classify them as Fodder.
