Exactly,Madara may think he is control but Kaguya is the one who set up the events in which he is allowed to succeed.

Naruto learns that someone is in control of yahiko/pain.
Maybe the same way with madara and kaguya? But more recently.

Pain was the epic fight then naruto met nagato.
madaras fight is epic and after naruto may fight kaguya?

When naruto at that moment went nine tails and sage he didnt fight because really nagato was good but kaguya is just evil and her fight will be quick if it were to happen.
