What's Kaguya supposed to do as a final villain?
Madara already did infinite tsukuyomi

She is already controlling Madara, he is a pawn while she is the evil behind him and manipulating him.

Its like in Mass Effect, she is influencing Madara to do her dirty work because she can't do it herself in her current state.

The Sage did say that Madara was trying to become like Kaguya, my bet is that the closer he gets to being like her the more control she has over him.

Kaguya wasn't the Ten Tailed Jinchuriki, she stole the God Fruit, the Ten Tails was created as a result to go get the power she stole back.
