The only thing that's depowered is jutsu strength, and that's due to only having 30% of the original's chakra.

What she says is true, but nothing suggest his so called chakra cloak can protect him from Sakura's attacks when it is completely featless.

If Tsunade got shot in the head by a gun, she wouldn't be able to heal from the damage caused, because it takes a few moments for Byakugo to heal all the damage caused, and it also takes a moment for the regeneration itself to kick in.
The same holds true for Hashirama's healing. Yep, this is true. The healing takes a few seconds to kick in, and in that time, Lee could land several devastating hits on Sakura. Lee can continue on with hit after hit, not giving her body time to heal itself. Just like he did in 5th gate to Gaara.

No right after the blow the cells start doing their job, right after. Which is why Tsunade doesnt bleed out when the sword goes into her.

Still takes time regardless, Lee's attacks would be faster. It's just like how Madara's healing took time
