I think this is pretty much it as far as power upgrades go, all main characters become gods in the end, but that doesn't mean they are the strongest period.

I think Naruto is perfect where he is now, he has surpassed the Hokage and has the powers he needs to protect his friends which was his goal all along.

By end of series when Naruto offers back the stolen chakra to the progenitor,shinobis will be reduced to street level thugs,so guys like Lee,Raikage,Gai, those who have trained their bodies to great extents will be the strongest.
