By end of series when Naruto offers back the stolen chakra to the progenitor,shinobis will be reduced to street level thugs,so guys like Lee,Raikage,Gai, those who have trained their bodies to great extents will be the strongest.

That would be counter productive as that kills everyone and defeats the purpose of everyone getting chakra in the first place which was for Ninshou, in order to bring peace.

Also the progenitor needs to be split anyway to save the Tailed Beasts.

Edit: Also that would lead to another fruit being produced and everything would start all over again.

Hell yeah! naruto needs to surpass his ancestors ashura, hashi, his father minato and most especially hagoromo like what gamamaru predicted about the prophecy showing what true power is. also the manga is named naruto for a reason. But I always in see is naruto using tnj and get beat by others especially sasuke he needs to learn other jutsu's other than just spamming rasengan's and shadow clone's in every battle

OT: It would be unnecessary for Naruto to be the strongest IMO. Not when Naruto is trying to bring about peace, power shouldn't be a big deal in the future.
