Theres also those who state Ashura was not a Jin, and that his Bijuu cloak was just spirit cloak of his own energy that rivals the Susuanoo.

If Ashura was not a jin, and
Ashura = Indra and
Ashura = Naruto and Indra = Sasuke then
Naruto > Sasuke on the sole basis he has the bijuu's in him.

Hashirama and Madara Tied. There was just something different that happened. Hashirama changed the cycle by trying to kill Madara. I am 100% Certain that Indra tries to kill Ashura and he defends himself with equal strength and that causes them both to die. But ashura never wanted to do harm to his brother, which is why its always a tie. Hashirama however decided to not do that and he gave up his brother for the village. That was the moment everything changed, Madara survived, got his DNA, waited, awakened the rinnegan made his plan and made his ressurection possible so that he could unite the next incarnations.

Powerful, but not as powerful as current Naruto and Sasuke. Indra could not have gotten rinnegan since it requires Hagoromo's chakra specifically and not his. Sasuke has rinnegan. Sasuke>Indra. By extension, there's not confirmation of Ashura being a jin. That would have already fulfilled the prophecy, so it almost certainly didn't happen. Simple conclusion: Naruto=Sasuke>Ashura=Indra.
