Ashura also couldnt have been a jin because the bijuu were split by them he awakened his power. Also the sage gave that power to naruto so it is on suns side of the staff not the moon side. Also the sage in naruto mental mind was after hagaromos death and he died without being a jin .

I personally think ashura was not a jin. Because that chakra cloak did not resemble any bijuu properly.

And not all indra and ashura incarnations are equal. Hashi was stronger than madara.

Naruto being ashura and sasuke being indra, just means they will be near equal level. It means that naruto has ashuras chakra, and sasuke has indras chakra.

NOT that they can use all the techniques that ashura and indra could. (this is my understanding of how this works.)
