Madara's backstory had more depth and development for his character than Nagato. Plus, the fact Nagato inherited Madara's ideals [

]. And, Madara's ideals is what developed Nagato's character into a villain. So ironically, Nagato's development as character came from Madara's impact on him. Other than that, Madara is closer to definition of a villain than Pain was and his power is what granted Pain to do all of that damage.​

Pain was a much better villain, he was complicated and interesting and he wasn't really a bad person, just a guy who had given up on his old ideals.

He remains as my favorite villain.

Madara is just a run of the mill Shounen monster villain.

Villain wise Pain is such a better villain than Madara. Power wise Madara kills pain. Madara is going around pushing limits and killing fodders who don't have names. Pain was up in your face (in 6 peoples faces actually) killing people with names (Kakashi Shizune) and willing to kill others who we all know (Ebisu Hinata).

Also Pain used strategy. His infiltration was superb and he actually thought things out. If he was in Madara's place you can bet he wouldnt spit out the sages ninja tools and leave them laying around.

I can go further but I don't think I have to.

Pain was an amazing anti villain. Despite what he says about his his part of the trilogy being a failure, he was necessary to make Naruto grow up. If there was no Pain, Naruto wouldn't be as strong as he is and he wouldn't be trying to create peace. Pain was completely necessary, and in the end, I'd say that what he gave Naruto outweighs all the bad things he did.

Madara on the other hand is just drunk off of the power he shouldn't have. At least, that's how I see it. I know it's more complex than that bug right now I don't think he cares about peace. He just seems obsessed with power.

the thing that really makes me dislike Madara is that he gets beaten up every other chapter. You can't have a badass powerhouse villain get 70 powerups then still get kicked around by some gai no one cared about.

Really what made Pain the best villain in this manga was that he was redeemed in the end and the general arguments he used when he debated peace with Naruto, it completely confirmed that he wasn't a bad person, he was just searching for peace in a very different way.

Of all the characters that have been redeemed, I think Pain's was handled the best.
