Madara is just a bad character to begin with...

Yeah, he is a flat character.

In fact I have said this before, but he isn't really a character, he is a manga monster, he exists for the sole purpose of being an enemy so strong that Naruto and Sasuke have to work together against him.

Madara in strength and evil tendencies are greater than pain by many many miles.

However said/posted that pain>Madara is just straight fanboying or trolling.

However, Deva path is literally the most badass looking character in the series, the manga portrayed him as the cool guy in the manga.

I was very disappointed in the anime version, they really screwed him over.

Its probably because during the pain arc the stakes felt alot higher! I mean he kills Jiraiya he destroys the village while seemingly killing of several characters. It just seemed alot more impactful back then.

But that doesn't take away from Madara being pretty freaking bad ass now.

They are both pretty arrogant.. But Madara actually crosses into obnoxious .. Maybe even douchey.

Pain is a far more relateable character in that he wanted to protect those close to him but could not do so. As a result, he became bitter and turned against the world, believing that the only way to repair the world is to make it suffer. He mirrors Naruto in many ways, as they both trained under the same master and both share the same goal: to finally stop the shinobi world from constantly fighting. The only difference is their faith in mankind, and that is ultimately what turns them against each other. Their similarities make it all the more dramatic when they finally clash, as it feels like two idealogies dueling over what is ultimately right for the world.

Madara, on the other hand, possesses none of these traits. He has little in common with Naruto in terms of beliefs and as such the divide between them is too great for them to reflect each other the way Naruto does with Pain. A villain should embody a hero's greatest fear or flaw, and Madara fails to do that.

The only villains in the entire Naruto series were Gato and Mizuki imo

Madara wants world peace.
The Akatsuki was working under Madara's plan of world peace and for their own ideals.
Orochimaru just wants immortality and to be the strongest ninja.
Part 1 Gaara was possessed by a sand demon.
Obito was brain washed by Madara.
Itachi was forced to do his dirty deeds.
Sasuke was confused and wanted to avenge his brother.

Pain just felt intimidating and dangerous. His aura and persona as a villain were incredible. I, personally, just don't get the same feelings of impending doom and trouble from Madara as I did with Pain. Also, his Hashirama breast was just... Weird.
