Alright, so we need existing ice then...

Well, first things first, what is ice? What's it weak against? What elements is it made of? And give me any other things you can think of about ice.

Aside of that, Ice is a combination of Wind and Water I believe[if not, then the epic moment from this sentence just fails].
It's weak against.... uh not fire, not water.... I really have no idea what it's weak against.
Well, ice is a solid phase, non-metallic substance that is liquid or gas at room temperature such as water, carbon dioxide ice [that would be dry ice], ammonia ice or methane ice.
Ice is usually formed out of water at temperatures of under 0 degrees Celsius, 273.15 Kelvins or 32 degrees Farenheit.
Ice appears in nature as snowflakes, hail, icicles, glaciers, pack ice, polar ice caps, etc. It plays an important role in the water cycle an is a component the global climate.

Well yeah, in your case, it actually is weak against fire. Haku's ice was able to endure fire, but you're using existing ice in the first place, and therefore not only is yours weaker, but it can't endure fire as well as Haku's, not even close.

Chakra Cost:40 (if the dome is short range then 40, mid range is 50, and long range is 60 because you'd have to make it bigger using more chakra)

Description:The user makes a dome around the opponent and puts his/her hand on the outer part of it. Afterwards the user will run his/her ice chakra into the dome releasing 0 degree air throughout the dome. Once this happens whoever is inside the dome will automatically freeze.
Note: Can only be used 2 times per battle
Note: Can only use 1 other jutsu the turn that this is used due to having to make the dome and then fill it with ice chakra.
Decreasing the intensity of the jutsu.
As time passes, more and more cold air will be released in the dome. I want you to meditate in that dome for as long as possible. Just yell if it gets to be too much, hopefully I'll here you.

Basically, in a nutshell, bigger stuff just needs more chakra, focused chakra. Focus your chakra in a spot in the snow, rise that chakra up, and then shoot it towards me. The snow will then move with the chakra.
